With the NFL Draft in the past and training camp months in the future, it’s time to look forward towards the promise of fall, with 32 NFL teams hoping they have their 53-man starting rosters in good shape. With that in mind, PennStakes.com wanted to cast some odds on who the Pittsburgh Steelers will go with at QB1 in 2025. Future Hall of Famer Aaron Rodgers is (likely) poised to join the club and veterans like Mason Rudolph and Skylar Thompson are in the fold, along with rookie Will Howard.

While the league awaits the next step from Rodgers, it’s safe to say that Mason Rudolph is the presumed starter (for now) in the Steel City, as the sixth year pro returns to the Steel City after playing eight games with the Tennessee Titans in 2024.
In 21 games as Pittsburgh’s starting QB from 2019 to 2024, Rudolph threw for 3,085 yards and 19 touchdowns (to 11 interceptions), posting an 8-4-1 record under center while racking up 7 AV in those contests, per Pro-Football-Reference.com. Given his familiarity with the Mike Tomlin system, it’s fair to say that the former Oklahoma State QB is the frontrunner for now to be the starter come Week 1, with +135 odds on the veteran third round pick to get the nod over Rodgers, who checks in at +175.
Outside of those two, keep an eye on Will Howard out of Ohio State, who Pittsburgh selected in the sixth round of this year’s NFL Draft, alongside the experienced backup in Thompson - who has a 1-2 record in 10 NFL games under center, throwing for 721 yards and a touchdown to three picks for the Miami Dolphins in 2022 and 2024.
For now, as the league awaits Rodgers’ next move, Tomlin and the Steelers appear set to let Rudolph get snaps as the team’s top quarterback, with the experienced signal caller working under a two-year, $7.5 million deal that he signed with the franchise in March.
Will the eventual signing of Rodgers shift the Steelers Super Bowl odds? Time will tell.

Mason Rudolph (42.5% chance) is the leading candidate due to his familiarity and recent contact. Aaron Rodgers is a potential candidate (36.4% chance) due to the Steelers’ recent meeting with him and a potential fit with their offense.
Rodgers is considering Pittsburgh after meeting with the team, drawn by their big receivers like DK Metcalf and George Pickens. However, his indecision and age (41) make it uncertain. If he commits soon, he’s the likely QB1; otherwise, the Steelers may pivot to Mason Rudolph or another veteran.
The Steelers have reached a contract with Mason Rudolph, who started for them in 2019 and 2023. His familiarity and solid performances (e.g., 290 yards, 2 TDs vs. Bengals) make him a strong contender for QB1, especially if Aaron Rodgers passes. He’s likely a bridge or backup at minimum.
