State regulators are rolling out new identity verification requirements for Pennsylvania online sports betting and iGaming accounts.

The Pennsylvania Gaming Control Board will require users to provide images of a valid government-issued ID and complete a digital “liveness check,” which uses a selfie and short video recording to confirm account ownership. The updated process is aimed at strengthening age verification standards and improving account security across licensed betting platforms.

Regulatory Purpose and Compliance

While some individual platforms already require users to upload a valid ID, Pennsylvania’s new rules mark the first time the process is being regulated at the state level.

The change is part of ongoing oversight by the Pennsylvania Gaming Control Board (PGCB). By requiring ID verification, the state aims to prevent underage gambling, reduce fraud risks, and maintain compliance with gaming regulations across all licensed Pennsylvania sportsbooks.

What Pennsylvania Bettors Need to Know

Licensed Pennsylvania sportsbooks and mobile apps will ask users to submit or verify a government-issued ID as part of account setup or verification.

These apps include DraftKings Pennsylvania, FanDuel, BetMGM Pennsylvania, Caesars, and more. Bettors should ensure their identification documents are valid and ready, as accounts may not be fully functional until verification is completed.

This also applies to players traveling from out of state who created their accounts elsewhere, as they must complete the ID verification process before placing bets within Pennsylvania.

New users on online gambling sites have been required to complete this identification process since Sept. 30, 2025, when registering for an account. The Pennsylvania Gaming Control Board said that by Feb. 28, all existing iGaming and online sports betting users will have to upload photos of the front and back of their IDs and complete a “liveness check.”
