Pennsylvania sportsbooks saw gross revenue surpass $100 million in December 2025 despite a 10.7% year-over-year decline in handle. The Pennsylvania Gaming Control Board (PGCB) reported $103.8 million in revenue, up 118.5% from $47.5 million in December 2024, on a $797.4 million total handle with a 13% hold.
December marked the second consecutive month Pennsylvania sports betting revenue exceeded $100 million, even as the handle reached its lowest level since August. The state collected $28.8 million in taxes for the month.
Top Operators and Hold Rates
Online operators accounted for $763.5 million of the handle, while mobile sportsbooks generated $99.4 million in revenue.
FanDuel led the state with a 16.1% hold on a $281.8 million handle, producing $45.4 million in revenue. DraftKings Pennsylvania recorded an 11.7% hold on $243.2 million wagered, generating $28.4 million. BetMGM, Fanatics Pennsylvania, bet365, theScoreBet, Caesars, and BetRivers all reported significant handles and double-digit or near-double-digit win rates.
Annual Records and Gaming Revenue
Pennsylvania sports bettors wagered over $8.7 billion online in 2025, up 3.5% from 2024. Pennsylvania sports betting apps produced $867.8 million in annual revenue, and operators’ profits rose 11.5% for a record yearly hold of 10%.
Total gaming revenue, including slots, table games, sports betting, iGaming, video gaming terminals, and fantasy sports, reached $6.8 billion in 2025, a state record. iGaming alone set a December monthly record with $259.7 million in revenue. Pennsylvania collected nearly $3 billion in taxes in 2025, surpassing the previous year’s $2.7 billion mark.
